No More Water Restrictions

I have had enough of water restrictions! Why is it that it rains all the time but we still don't have enough water in our dams? I have looked up the rainfall and Gosford and Terrigal receive more rain than Newcastle and the Hunter combined and they don't have any restrictions and we do. Please explain Nathan Rees!
